There are additional settings in the SharePoint admin center that can also be used to block or limit access. To access those settings, navigate to https://admin.microsoft.com | Admin centers | SharePoint | Access control:

The Access control settings provide you with more fine-grained control over how users can access content in the service, specifically in the following areas:

• Unmanaged devices
• Idle session sign-out
• Network locations
• Apps that don't use modern authentication
