8. The interest equalization tax was imposed on purchases of foreign securities by U.S. residents between 1963 and 1974. The intent and effect of the tax was to discourage foreign borrowing in the United States by increasing the cost of capital. To make returns after the interest equalization tax competitive with rates on domestic issues, gross rates on foreign borrowings had to be higher than otherwise would have been the case.
