In case we're looking for a more automatic way of doing the same thing, we can always remove the second condition within the .csproj file to always compile the file:
[...]
<Target Name="DebugRunWebpack" BeforeTargets="Build" Condition=" '$(Configuration)' == 'Debug' ">
[...]
However, that will definitely have a negative impact on the project's overall build time during debug.
