It is the ratio of times you correctly recalled it was going to rain, relative to the total number of days in that week.

For us, if our machine learning algorithm is good at recall, it doesn't necessarily mean it's good at precision. Makes sense? That gets us into other things such as F1 scores, which we'll leave for another day.
