Once your package is prepared you can distribute the file directly to other Debian users. However, the aim was to include it in the package listing. To do so requires a process that starts by filing Intent to Package in their bug tracker (bugs.debian.org/cgi-bin/pkgreport.cgi?pkg=wnpp;dist=unstable). To complete the process, you will need to find a sponsor for your package or become a Debian developer.
