Good project governance provides just enough oversight, process, guidance, and rigor to efficiently and effectively use project resources, deliver a solution, and handle trade-off decisions while optimally balancing adherence to a set of potentially changing project constraints. The MSF Governance Track strives to provide, and continuously improve, good project governance. It consists of discrete and persistent activities throughout a project. Although governance-related activities and checkpoints have been discussed previously within the enactment tracks, this chapter discusses additional governance activities and checkpoints.
A Governance Track likely starts before the enactment tracks because preenvisioning activities are needed to be able to kick off a project. The Governance Track supports and guides the enactment tracks. It ends with customer acceptance of a solution, marking the end of a project.
The goals for the Governance Track are the following:
Guide enactment activities to repeatably and reliably deliver a solution
Optimize and continuously improve team performance and throughput, solution quality, and process improvement
