221. Where can I find the applicable interest rate?

The rate is published semiannually by the Fiscal Service of the Department of the Treasury in the Federal Register on or about January 1 and July 1. The rate also may be obtained from the Department of the Treasury’s Financial Management Service (FMS) at 1-800-266-9667. This information is also available at the FMS Prompt Payment website, http://www.fms.treas.gov/prompt/index.html.2

222. Who should vendors and contractors contact with questions about specific invoices?

Vendors and contractors should direct questions about delinquent payments to the designated agency office or to the office responsible for issuing the payment if different from the designated agency office. Questions about disagreements over payment amounts or timing should be directed to the agency contracting officer for resolution. Small businesses can contact the agency’s Office of Small and Disadvantaged Business Utilization for additional assistance with payment issues.3
