Services in this level use a unique URI for each resource but only with a single HTTP verb which, most of the time, is an HTTP POST method. An example of this would be Flickr's web service (https://www.flickr.com/services/api/request.rest.html), which is a popular API. Even though many of these services claim to be RESTful, they are not.
