PAUL MACMILLAN grew up in Canada’s national capital, where he studied public administration at Carleton University and earned an MBA from the University of Ottawa. He has been a management consultant and strategic adviser to government leaders for over twenty-five years. As the global industry leader in the public sector practice at Deloitte Touche Tohmatsu, Macmillan is responsible for the firm’s leadership of complex innovations in government organizations around the world. He writes and speaks frequently on topics such as government innovation, public accountability, and advanced analytics.
Macmillan is a founder of the Institute of Public Administration of Canada (IPAC)–Deloitte Public Sector Leadership Awards, which recognize organizations that have achieved bold advancements in public policy and management in Canada. He is also a member of the board of directors of Bridgepoint Active Healthcare in Toronto. Macmillan has contributed his expertise to the OECD Observatory of Public Sector Innovation as a member of its Associate Group.
