Defining Development

Development is commonly used to describe almost any activity designed to improve an employee. This includes formal training, funding for continuing education, on-the-job training, and self-directed training. A viable definition of development is required in order to be able to measure it, but in order to define development we must first consider a few fundamental concepts.
