The Specification and the Statement of Work

The document that measures project objectives is called the project specification. In literature and practice, it goes by many names, but in every case it states exactly what the project is going to accomplish. The project manager has the lead role in drawing up the specification.

The statement of work is the document used to clarify the project manager's effort to create the specification. It must state that the specification is to be clear, that it identifies measurable outcomes, and how the achievement of these outcomes will be demonstrated.
