About the Authors

Jack J. Phillips, PhD, is a world-renowned expert on accountability, measurement, and evaluation. Phillips provides consulting services for Fortune 500 companies and major global organizations. The author or editor of more than 50 books, he conducts workshops and presents at conferences throughout the world.

Phillips has received several awards for his books and work. On three occasions, Meeting News named him one of the 25 Most Powerful People in the Meetings and Events Industry, based on his work on ROI. The Society for Human Resource Management presented him with an award for one of his books and honored a Phillips ROI study with its highest award for creativity. The Associaton for Talent Development gave him its highest award, Distinguished Contribution to Workplace Learning and Development, for his work on ROI. His work has been featured in the Wall Street Journal, Businessweek, and Fortune magazine. He has been interviewed by several television outlets, including CNN. Phillips served as president of the International Society for Performance Improvement, 2012-2013.

His expertise in measurement and evaluation is based on more than 27 years of corporate experience in the aerospace, textile, metals, construction materials, and banking industries. Phillips has served as training and development manager at two Fortune 500 firms, as senior human resource officer at two firms, as president of a regional bank, and as a management professor at a major state university.

This background led Phillips to develop the ROI Methodology, a revolutionary process that provides bottom-line figures and accountability for all types of learning, performance improvement, human resource, technology, and public policy programs.

Phillips regularly consults with clients in manufacturing, service, and government organizations in more than 60 countries in North and South America, Europe, Africa, Australia, and Asia.

Phillips has undergraduate degrees in electrical engineering, physics, and mathematics; a master’s degree in decision sciences from Georgia State University; and a PhD in human resource management from the University of Alabama. He has served on the boards of several private businesses—including two NASDAQ companies—and several nonprofits and associations, including the Associaton for Talent Development and the National Management Association. Patti Phillips, PhD, is president and CEO of ROI Institute, the leading source of ROI competency building, implementation support, networking, and research. A renowned expert in measurement and evaluation, she helps organizations implement the ROI Methodology in more than 60 countries around the world.

Since 1997, following a 13-year career in the electric utility industry, Phillips has embraced the ROI Methodology by committing herself to ongoing research and practice. To this end, she has implemented ROI in private sector and public sector organizations. She has conducted ROI impact studies on programs such as leadership development, sales, new-hire orientation, human performance improvement, K-12 educator development, and educators’ National Board Certification mentoring.

Phillips teaches others to implement the ROI Methodology through the ROI Certification process, as a facilitator for ATD’s ROI and Measuring and Evaluating Learning Workshops, and as professor of practice for the University of Southern Mississippi Gulf Coast Campus PhD in human capital development program. She also serves as adjunct faculty for the UN System Staff College in Turin, Italy, where she teaches the ROI Methodology through its Evaluation and Impact Assessment Workshop and Measurement for Results-Based Management. Rebecca Ray, PhD, is executive vice president, knowledge organization and human capital practice lead for The Conference Board. In this role, she has oversight of the research planning and dissemination process for three practice areas: corporate leadership, economics and business development, and human capital. She is the leader of the global human capital practice.

Rebecca was previously a senior executive responsible for talent acquisition, organizational learning, training, management and leadership development, employee engagement, performance management, executive assessment, coaching, organization development, and succession planning at several major companies. She taught at Oxford and New York Universities, and led a consulting practice for many years, offering leadership assessment and development services to Fortune 500 companies and top-tier professional services firms. Rebecca was named Chief Learning Officer of the Year by Chief Learning Officer magazine, and one of the Top 100 People in Leadership Development by Warren Bennis’s Leadership Excellence magazine. She serves on the advisory boards for New York University’s program in higher education and business education at the Steinhardt School of Education and the University of Pennsylvania’s executive program in work-based learning leadership. She was elected to serve on the Business Practices Council of the AACSB (Association to Advance Collegiate Schools of Business).

Rebecca received a PhD from New York University and is a frequent speaker at professional and company-sponsored conferences and business briefings around the world.
