The page is the main site for all BeagleBone capes and it is where the community expects to find cape information. The EEPROM is the defining cape component. Even if you don't manufacture a cape, you can still benefit from adding the EEPROM and creating the DTS files for your own design to take advantage of the BeagleBone's automatic hardware configuration.
