Author Biographies

Rasika Athawale is a Research Analyst at CEEEP, Rutgers University where she manages evaluation and research activities for the New Jersey Board of Public Utilities. Her research interests are regulation and economics of the power sector, business models of utilities, and financial modeling.

Her prior work experience includes KPMG India and PricewaterhouseCoopers India as a Senior Consultant where she advised clients on business strategy, and prior to which she worked in the utility tariff design team at Reliance Energy, Mumbai.

She holds PGDBM with specialization in Finance from Sydenham, Mumbai University and BTech in Chemical Engineering from Nagpur University.

Darryl Biggar is the Special Economic Advisor for regulatory matters at the Australian Competition and Consumer Commission and the Australian Energy Regulator where he provides advice and carries out research in the economics of public utility regulation and electricity markets. He has multiple publications on regulation, market power, and investment in electricity networks including a textbook, with M. Hesamzadeh, on the Economics of Electricity Markets, published in 2014.

Prior to the ACCC, he worked at the OECD in Paris and for the New Zealand Treasury.

He holds PhD from Stanford University in Economics and MA in Mathematics from the University of Cambridge.

Luis Boscán is PhD fellow at the Department of Economics, Copenhagen Business School (CBS). His research focuses on the design of contracts and markets to enable power system flexibility, supported by ForskEL, a Danish fund in environmentally friendly technologies.

Prior to joining CBS, he worked as Economic Analyst at the Central Bank of Venezuela working on global oil and gas markets and macroeconomic policy.

He holds an undergraduate degree in Economics from Universidad del Zulia (Venezuela), MSc in Systems Modeling and Simulation from Universidad de Los Andes (Venezuela), and MSc in Energy Economics and Policy from the University of Surrey (United Kingdom).

Christoph Burger is a faculty member and senior associate dean of executive education at ESMT European School of Management and Technology (ESMT), Berlin. His research focus is on energy/innovation and decision making/negotiation

He is the author of the ESMT Innovation Index—Electricity Supply Industry and The Decentralized Energy Revolution—Business Strategies for a New Paradigm. Before joining ESMT, he worked in the industry and as a consultant.

Christoph studied business administration at the University of Saarbrücken, Germany, the Hochschule St. Gallen, Switzerland, and economics at the University of Michigan, Ann Arbor, USA.

Ralph Cavanagh is a senior attorney and codirector of NRDC’s energy program, a Visiting Professor of Law at Stanford and UC Berkeley, a lecturer at the Harvard Law School, and served on US DOE’s Advisory Board.

His focus has been mobilizing the utility industry to invest in clean energy solutions, led by cost-effective energy efficiency, and ensuring that progress is not blocked unintentionally by regulatory policies. He has received numerous awards in recognition of his years of service including from the National Association of Regulatory Utility Commissioners, the Yale Law School, and the Bonneville Power Administration.

He is a graduate of Yale College and the Yale Law School.

John Cooper launched North American consulting services for Siemens Business Transformation. Since joining Siemens in 2013, John has been responsible for engaging pioneer utilities in a managed transition to a new more sustainable business model.

Being coauthor of The Advanced Smart Grid: Edge Power Driving Sustainability, 2nd edition, he has led numerous innovative projects as a thought leader in the Smart Grid industry, also authoring many white papers, articles, and blog posts since his early days helping to launch the pioneer Smart Grid at Austin Energy in 2004–05.

He has BA in Government and MBA with honors from the University of Texas at Austin.

Susan Covino is a Senior Consultant, Emerging Markets at PJM. She previously served as Manager for Demand Side Response.

She has been actively involved in the development of demand response in the PJM region and nationally. She has served as PJM’s liaison to the Mid-Atlantic Distributed Initiative (MADRI) and has led the development of multiple iterations of the Demand Response Road Map for the PJM Region. She has led PJM stakeholder outreach in demand response, organizing three demand response and smart grid symposia. She has served as board chair of the Association for Demand Response and Smart Grid. She is currently the lead for PJM’s role as technical advisor to MIT’s “Utility of the Future” initiative.

She earned BA with a double major in Economics and History from the University of Connecticut and Juris Doctor degree from Dickinson School of Law.

Taylor Curtis is an associate researcher and community solar clinician at Vermont Law School’s Institute for Energy and the Environment.

She consults with Vermont communities regarding net-metered solar projects. She also works to educate policymakers and regulators about smart grid and distributed generation deployment.

She graduated in 2012 with Masters in Environmental Law and Policy, while helping to compose The Watt? An Energy 101 Primer. She is a 2015 JD/Energy Law candidate at VLS and plans to use her degree to advocate for sustainable and ethical energy initiatives.

Marc de Konkoly Thege is a research associate at Vermont Law School’s Institute for Energy and the Environment, researching distributed generation deployment in Brazil and the evolution of smart grid regulation in the United States.

Before attending VLS, he began his career in the energy sector working for the New York branch of Green Mountain Energy Company, a retail electricity supplier.

He graduated in 2012 with a Bachelor of Arts in International Relations from George Washington University in Washington, DC. He is a 2015 candidate for an Energy Regulation and Law master’s degree from Vermont Law School.

Frank Felder is Director of the Center for Energy, Economic and Environmental Policy and Associate Research Professor at the Edward J. Bloustein School of Planning and Public Policy at Rutgers University.

He directs applied energy and environmental research including energy efficiency, renewable portfolio standards, modeling of state energy policies, and restructured electricity markets. He has published widely on market power and mitigation, wholesale market design, reliability, transmission planning, and rate design. He was a submarine officer in the US Navy.

He holds undergraduate degrees from Columbia College and the School of Engineering and Applied Sciences and a masters and doctorate from M.I.T in Technology, Management, and Policy.

Stephen Garner joined Ergon Energy in 2011 as a research analyst. His interests involve developing data processing and analytics tools to help the business understand the distribution network and implement appropriate new technologies.

He is a data scientist, quant strategist, MATLAB developer, and choice architect. Prior to Ergon, he worked in finance and funds management. The majority of his career has involved highly quantitative work in engineering, geophysics, and software development.

He has BSc with Japanese Language, BSc Hons 1 and PhD in Microelectronic Engineering (Electrical Geophysics), all from Griffith University in Brisbane, Australia.

Clark Gellings is a fellow at the Electric Power Research Institute, responsible for technology strategy in energy efficiency, demand response, renewable energy, and clean technologies.

He joined EPRI in 1982 progressing through management and executive positions including seven vice president positions. Prior to EPRI, he was at Public Service Electric and Gas Company in New Jersey. He is the recipient of numerous awards, has served on numerous boards and advisory committees.

He has Bachelor of Science in Electrical Engineering from Newark College of Engineering in New Jersey, Master of Science in Mechanical Engineering from New Jersey Institute of Technology, and Master of Management Science from the Stevens Institute of Technology.

Eric Gimon consults as a technical expert, research scholar, and policy adviser with Energy Innovation. He is a main contributor to America’s Power Plan, working especially on questions of renewable energy integration.

Prior to working with Energy Innovation, he was a technical adviser for Vote Solar, a nonprofit solar advocacy organization. He was a AAAS fellow with two offices in the Department of Energy, transitioning out of a 15-year career in high energy physics.

He holds BS/MS from Stanford University in Mathematics and Physics, as well as PhD in Physics from the University of California in Santa Barbara.

George Grozev is a principal research scientist and a team leader at CSIRO Land and Water, Australia. His background is in operations research with experience in energy market modeling and network theory.

His current projects include analysis of customer load profiles for distribution networks, data analysis, and simulation of distributed energy resources, including solar PV, batteries, and electric vehicles under different scenarios and tariffs. He led the development of a simulation tool for Australia’s national electricity and gas markets.

He has PhD from the Institute of Engineering Cybernetics and Robotics, Bulgarian Academy of Sciences and Bachelor degree in Engineering Physics from St. Kliment Ohridski University, Sofia, Bulgaria.

Philip Hanser is a principal of The Brattle Group with over 30 years of consulting experience in the energy industry. He has appeared as an expert witness before the Federal Energy Regulatory Commission and numerous state public utility commissions, environmental agencies, utility boards, arbitration panels, and federal and state courts.

Prior to Brattle, he was manager of Demand-Side Management Program at the Electric Power Research Institute. He held teaching positions at several universities including Columbia University and is a Senior Associate in the Mossavar-Rahmani Center at the Harvard Kennedy School.

He had undergone undergraduate training in economics and mathematics at the Florida State University and doctoral studies in economics and statistics at Columbia University.

Andrew Higgins is a principal research scientist at CSIRO Land and Water where he manages the development of decision support tools to forecast technology uptake across building stock under different policy interventions. He also leads a large research portfolio in freight transport logistics, particularly in northern Australia agriculture.

Before joining CSIRO in 1996, he completed PhD and Post Doctoral Research Fellowship at the Queensland University of Technology through the Mathematics and Civil Engineering departments.

Gerhard Jochum is a senior consultant at BÜRO JOCHUM based in Berlin and a board member in the energy industry. Currently, he acts as member of the Boards of GASAG Berliner Gaswerke Aktiengesellschaft; GDF SUEZ Energie Deutschland AG; Repower, Poschiavo, Switzerland; and STEAG GmbH.

Prior to his current position, he was Member of the Management Board of Energie Baden-Württemberg AG, Karlsruhe; CEO of swb AG, Bremen; and Director of VSE AG, Saarbrücken. Before starting his management career in the energy industry, he was managing partner of a consulting company focused on the energy business.

He holds a degree in economics.

Kevin Jones is the Deputy Director and Professor of Energy Technology and Policy at the Institute for Energy and the Environment at Vermont Law School where he leads the Smart Grid Project and the Energy Clinic.

Previously, he worked at the Long Island Power Authority, Navigant Consulting, and the City of New York. He is the coauthor of A Smarter, Greener Grid: Forging Environmental Progress Through Smart Energy Technologies and Policies.

He has a Doctorate from Rensselaer Polytechnic Institute; a Master of Public Affairs from the LBJ School of Public Affairs, University of Texas at Austin; and BS from the University of Vermont.

Günter Knieps is Professor of Economics at the University of Freiburg, Germany. Prior to joining Freiburg, he held Chair of Microeconomics at the University of Groningen, the Netherlands. He is member of the Scientific Council of the Federal Ministry of Economics and Energy and the Ministry of Transport and Digital Infrastructure.

His main research interests include study of network economics; deregulation; competition policy; industrial economics; and sector studies on energy, telecommunications, and transportation. He has published widely in academic and professional journals.

He has diplomas in Economics and Mathematics and PhD in Mathematical Economics from the University of Bonn, Germany.

Amanda Levin is an Energy and Climate Advocate with the Natural Resources Defense Council, focusing on alternative rate designs and the integration of distributed energy resources on the grid.

Prior to joining the NRDC, she worked as a research associate at the Congressional Research Service where she was responsible for handling congressional requests related to ecosystem restoration projects, trans-boundary water disputes, and water infrastructure.

She has both BA and MA in Public Policy, with a concentration in Energy and Natural Resources, from Stanford University.

Andrew Levitt is a Senior Strategist, Emerging Markets at PJM. He identifies, monitors, and assesses emerging technologies including but not limited to solar and batteries. He also analyzes the impact of emerging technologies on PJM markets, operations, and planning.

He previously managed the vehicle-to-grid research and development projects for NRG Energy. This work included overcoming technical and regulatory barriers to unlock the grid value of electric vehicles. This project featured a partnership between NRG and Honda.

He earned BS in Physics from the University of Toronto and MS degree in Marine Policy from the University of Delaware’s Center for Carbon-Free Power Integration.

Sabine Löbbe is a professor and researcher at Reutlingen University, School of Engineering/Distributed Energy Systems and Energy Efficiency, Reutlingen Research Institute, Germany and lectures in the master program at the University of Applied Sciences HTW Chur, Switzerland. Her consulting company advised utilities in strategy and business development and in organizational issues.

Prior to her current position, she was Director for Strategy and Business Development at swb AG Bremen, Project Manager at Arthur D. Little Inc., and Project Manager at VSE AG, Saarbrücken.

She holds a Doctorate in Business Administration from the university in Saarbrücken and studied business administration in Trier, Saarbrücken, and EM Lyon/France.

Iain MacGill is an Associate Professor in the School of Electrical Engineering and Telecommunications at the University of New South Wales, Australia, and Joint Director of the University’s Centre for Energy and Environmental Markets (CEEM). His teaching and research interests include electricity industry restructuring and the Australian National Electricity Market, sustainable energy technologies, and energy and climate policy.

Iain leads CEEM’s research in Sustainable Energy Transformation including energy technology assessment and renewable energy integration, and in Distributed Energy Systems including smart grids, distributed generation, and demand-side participation. He has published and consulted widely in these and related areas.

He has a Bachelor of Engineering and Masters of Engineering Science from the University of Melbourne, and PhD on electricity market modeling from UNSW.

Chris Marnay is a retired Staff Scientist from LBNL, where he worked for 29 years. He currently leads an independent consultancy, Microgrid Design of Mendocino, but retains affiliate status with LBNL’s China Energy Group.

He has lectured widely on microgrid principles, economics, and demonstrations; chaired the first 10 annual International Microgrid Symposiums; and is Convenor of CIGRÉ Working Group 6.22: Microgrid Evolution Roadmap. He was a Japan Society for the Promotion of Science Fellow in 2006 and a member of the team that proposed the CERTS Microgrid concept.

He obtained his BA, MS, and PhD from UC Berkeley. His dissertation proposed mitigating intermittent air quality events by biasing generator dispatch against dirtier sources.

Judith McNeill is an economist and Senior Research fellow in the Institute for Rural Futures at the University of New England in Armidale, Australia. She is engaged in investigating the impact of carbon policy on energy supply in rural Australia, climate change adaptation, infrastructure finance, and ecological economics.

Prior to academic life, she conducted research for the Australian Parliament and the Office of National Assessments in Canberra. She has also held economic policy positions in the Australian and Northern Territory Treasuries.

She has Masters Degree and PhD in Economics from the University of New England, Armidale.

Tim Nelson is the Head of Economics, Policy, and Sustainability at AGL Energy—one of Australia’s largest energy utilities—where he is responsible for sustainability strategy, greenhouse reporting, economic research, corporate citizenship program, and greenhouse gas policy. He is an Adjunct Associate Professor with Griffith University. Before joining AGL Energy, he was an economic adviser to the NSW Department of Premier and Cabinet and the Reserve Bank of Australia.

He has advised governments and utilities on energy and climate change policy and published in Australian and international journals. He holds a degree in economics, is a Chartered Secretary, and is currently completing a PhD in Energy Economics.

Paul Nillesen is a partner with PwC based in Amsterdam where he works in the firm’s Global Energy Utilities & Mining Practice and the coleader of PwC’s Global Renewables Practice. He is also a member of the International Energy Agency’s Renewable Energy Working Group.

He is specialized in regulatory economics, strategic analyses, demand analyses, business simulation, and modeling primarily focused on energy and utilities. He has advised companies, governments, regulators, and national and international institutions and published numerous articles in energy and regulatory economics.

He holds First Class Master’s degree in Economics from Edinburgh and Oxford and PhD in Economics from Tilburg University.

Michael Peevey was President of the California Public Utilities Commission for 12 years, until his retirement in Dec. 2014. At the CPUC, he spearheaded a number of initiatives including the 33% Renewables Portfolio Standard, banning the import of coal generated power, promotion of electric vehicles, continued emphasis on energy efficiency, the California Solar Initiative, and the rollout of smart meters.

Prior to the CPUC, he was CEO of New Energy, Inc., now the nation’s largest independent electricity supplier, and prior to that, he was President of Southern California Edison Company.

He holds an undergraduate degree and MA in Economics from the University of California, Berkeley.

Glenn Platt leads the Grids and Energy Efficiency Systems Program within CSIRO Energy, developing technologies for reducing the carbon emissions and increasing the uptake of renewable energy. His interests include solar cooling, electric vehicles, smart grids, the integration of large-scale solar systems, and understanding consumers’ uptake of low carbon energy options.

Prior to CSIRO, he worked in Denmark with Nokia Mobile Phones on the standardization and application of cutting-edge mobile communications technology and prior to that, for various Australian engineering consultancies.

He holds PhD, MBA, and electrical engineering degrees from the University of Newcastle Australia and is an Adjunct Professor at the University of Technology, Sydney.

Michael Pollitt is Professor of Business Economics at Cambridge Judge Business School, University of Cambridge; Assistant Director of the Energy Policy Research Group (EPRG) at the University of Cambridge; and a Fellow and Director of Studies in Economics and Management at Sidney Sussex College, Cambridge. He was coleader of the Cambridge-MIT Electricity Project.

His interests include the regulation of network utilities. He has published nine books and numerous articles on energy policy and business ethics. He is coeditor of the Economics of Energy and Environmental Policy.

He holds MA in Economics from the University of Cambridge and MPhil and DPhil in Economics from the University of Oxford.

Rahmatallah Poudineh is Lead Research fellow for the Electricity Research Program at the Oxford Institute for Energy Studies where he is focused on industrial organization and regulation and economics of the power sector.

His research has appeared in Energy Policy, Energy Economics, and the Energy Journal. He was the recipient of the best PhD thesis award for his contribution to the field of energy economics.

He holds PhD in Energy Economics from Durham University, MSc in Energy Economics and Policy from University of Surrey, a graduate Diploma in Economics from Queen Mary University of London, and BSc in Aerospace Engineering from Tehran Polytechnic.

Varun Rai is an Assistant Professor at the LBJ School of Public Affairs at the University of Texas at Austin where he studies the interactions between the social, behavioral, economic, technological, and institutional components of the energy system.

Before joining UT Austin, he was a research fellow at the Program on Energy and Sustainable Development at Stanford University. He serves as a Commissioner at Austin Energy and is on the Editorial Board of The Electricity Journal and Energy Research & Social Science.

He received his PhD and MS in Mechanical Engineering from Stanford University and bachelor’s degree in Mechanical Engineering from the Indian Institute of Technology, Kharagpur.

Andrew Reeves is the former Chair of the Australian Energy Regulator. During his 6 years with the AER, he had oversight of the economic regulation of the electricity and gas networks in the Australian National Energy Market and consumer protection where the AER implemented major changes in the economic regulation of the networks including determination of network pricing.

Prior to AER, he was the Tasmanian Energy Regulator and Commissioner of the Government Prices Oversight Commission, following a career in minerals and energy policy. He was an Associate Commissioner of the Australian Competition and Consumer Commission.

His qualifications include engineering [BE (Hons)] with postgraduate qualifications in Business Administration and Economics.

Zhengen Ren is a senior research scientist at CSIRO Land & Water where he manages the development of decision support tools to simulate energy consumption for residential building stock and in development of AccuRate—a benchmark house energy rating tool widely used in Australia.

He has extensive experience in building energy performance simulation and has published in numerous journals, including Energy Policy, Energy and Buildings, Buildings and Environment.

He has PhD and was a Research fellow at the Queen’s University of Belfast. He has BA and MA from School of Energy and Power Engineering, Xi’an Jiaotong University, China.

Matthew Roche is a class of 2016 JD candidate at Vermont Law School; a research associate for the Institute for Energy and the Environment at VLS; an intern at BCM Environmental and Land Law in Concord, New Durham; and a Staff Editor for the Vermont Journal of Environmental Law.

Prior to attending VLS, he worked for the DOE in the Clean Transportation program at the Northeast Ohio Clean Cities Coalition and for the National Park Service as a green team intern.

He has BA in History and Political Science from Notre Dame College.

Daniel Rowe is an Engineering Analyst and Project Leader within the CSIRO’s Grids and Energy Efficiency Systems Program. His work involves energy for buildings, energy efficiency, renewable energy, and grid integration. He currently leads CSIRO’s Plug and Play Solar off grid power system optimization and Residential Solar Cooling deployment projects.

His research interests include energy management technologies, solar cooling technology, solar forecasting, and grid integration techniques. He led the publication of CSIRO’s landmark report Solar Intermittency: Australia’s Clean Energy Challenge.

He has B Eng in Electrical Engineering from The University of Newcastle. He is an International Representative on the board of Young Engineers Australia.

Daniel Sauer is a research associate at Vermont Law School’s Institute for Energy and the Environment where he conducts research and analysis on the evolution of smart grid regulation in the United States and distributed generation deployment in Chile.

Prior to attending VLS, he worked as a policy research intern for RCW Advocacy, a Governmental Affairs Law firm in Lansing, Michigan followed by a year of service with AmeriCorps in Detroit, Michigan.

He has BS in Environmental Policy and Public Administration from Central Michigan University and is pursuing Master’s of Environmental Law and Policy at Vermont Law School.

Saad Sayeef is a Research Scientist in the Grids and Energy Efficiency Research Program within CSIRO Energy, working in renewable energy integration and energy efficiency. He was the lead author of a 2012 report on Solar Intermittency: Australia’s Clean Energy Challenge.

Prior to joining CSIRO, he was a Research Fellow at the University of Wollongong where he worked on the control of wind turbines and energy storage for remote area power supply systems.

He holds PhD in Electrical Engineering from the University of New South Wales, Australia and Bachelor of Engineering in Electrical and Electronics Engineering from the University of Auckland, New Zealand.

Fereidoon Sioshansi is founder and president of Menlo Energy Economics, a consulting firm advising clients on energy-related issues. For 25 years, he has been the editor and publisher of EEnergy Informer, a monthly newsletter with international circulation.

His prior work experience includes working at Southern California Edison Co., EPRI, NERA and Global Energy Decisions, acquired by ABB. Since 2006, he has edited eight volumes on different subjects including evolution of global electricity markets, energy efficiency, smart grid, and distributed generation.

He has BS and MS in Civil and Structural Engineering and MS and PhD in Economics from Purdue University.

Robert Smith is a consulting economist with East Economics and has over 25 years experience working in industry economics, electricity market design, regulation, economic evaluation, energy efficiency, and demand management.

His interests include applied economic analysis and understanding how economics, technology, incentives, regulation, and customers’ behavior interact to create change.

He has graduate degree in econometrics, masters in economics from the University of NSW, and postgraduate qualifications in finance from the Securities Institute of Australia.

Paul Sotkiewicz is Senior Economic Policy Advisor in the Market Services Division at PJM Interconnection where he provides analysis on PJM’s market design and performance including the implications of various federal and state policies. He has led initiatives to reform scarcity pricing as mandated by FERC Order 719, examine transmission cost allocation and the potential effects of climate change policy on PJM’s energy market, and develop proposals for compensating demand response resources under FERC Order 745.

Prior to his present post, he served as the Director of Energy Studies at the Public Utility Research Center, University of Florida and an economist at the Federal Energy Regulatory Commission.

He received BA degree in History and Economics from the University of Florida and MA and PhD degrees in Economics from the University of Minnesota.

Michelle Taylor manages the Technology Development group at Ergon Energy. She has more than 25 years’ experience in energy storage, photovoltaics, and power electronics. She leads a team looking to how new technologies will impact the network business and customers. She has worked on the Australian and New Zealand Standards committee for energy storage, inverter energy systems, and renewable energy.

Previous roles include managing the Energy Solutions group, which provided stand-alone power systems in regional Australia incorporating photovoltaics, batteries and diesel generators, and principal engineer in Technology Innovation.

She holds Bachelor Degree in Electrical Engineering from University of New South Wales, Australia.

Peter Terium was born in 1963 in Nederweert, the Netherlands. He studied to become chartered accountant at the Nederlands Institut voor Registeraccountants in Amsterdam and worked at the same time as an independent auditor for the Dutch Ministry of Finance. In 1985 he became an audit supervisor at KPMG, Eindhoven, the Netherlands.

From 1990 to 2002, he worked in various senior international finance and controlling positions in the packaging industry for Schmalbach-Lubeca AG, Ratingen, Germany.

He joined the RWE Group on Jan. 1, 2003: he started his time there as Head of Group Controlling at RWE AG and in 2004 also became a member of the Executive Board of RWE Umwelt AG. He was significantly involved in restructuring and selling RWE Umwelt AG.

In Jul. 2005 he was appointed Chief Executive Officer of RWE Trading. His responsibilities included the merger of RWE Trading GmbH and RWE Gas Midstream GmbH into RWE Supply & Trading GmbH.

In this position he made a significant contribution to the realization of RWE’s growth strategy. As of 2009 he took responsibility for the integration process of Essent. Up to Dec. 31, 2011 he held the position of Chief Executive Officer of RWE’s Dutch subsidiary. He was appointed Member of the Executive Board and Deputy Chairman of the Board of RWE AG on Sep. 1, 2011, and since Jul. 1, 2012 he has held the post of Chief Executive Officer of RWE AG.

Kai Van Horn is currently an Associate with The Brattle Group in Cambridge, MA, where he advises Brattle’s clients on a range of energy-sector issues including the potential reliability and economic impacts of renewable integration, and effective congestion hedging in wholesale electricity markets.

He holds a BS in Multidisciplinary Engineering from Purdue University, and an MS and PhD in Electrical Engineering, both from the University of Illinois at Urbana-Champaign. His research interests include electricity market design, PMU-based operational reliability tool development, and technical and policy issues related to the integration of renewables into the electricity system.

Glenn Walden is Manager, Emerging Markets at Ergon Energy. He is an electrical engineer with more than 32 years’ experience including the areas of distribution, generation, renewables, remote area power supply, project management, business management, and business development.

The Emerging Markets team monitors the industry and global environment for emergent trends and business opportunities; evaluates products and guides their development, industry engagement, and collaboration to position Ergon Energy to meet the service, sustainability, and technical challenges in future electricity supply.

He holds bachelor degree (with honors) in Electrical Engineering from James Cook University, Australia and Master of Business Administration degree.

Jens Weinmann is Program Director at the European School of Management and Technology (ESMT) in Berlin. Before joining ESMT, he worked as a manager at economic consultancy E.CA Economics.

His research focuses on the analysis of decision making in regulation, competition policy, and innovation, with a special interest in energy and transport.

He graduated in Energy Engineering at the Technical University of Berlin, received his PhD in Decision Sciences from London Business School, and held fellowships at the Kennedy School of Government, Harvard University and the Florence School of Regulation, European University Institute.

Stephen Woodhouse is Director at Pöyry Management Consulting. He heads Pöyry’s Market Design group, which deals with all aspects of energy market policy regulation and design, for private and public-sector clients. He specializes in the economics of transmission and interconnection; market regulatory policy across Europe and the United Kingdom and Irish electricity and gas markets. He leads Pöyry’s business development in the interrelated areas of intermittency, smart grids, and market design.

Prior to joining Pöyry, he was an Economic Modeler for Ofgem.

He has MA and BA in Economics from the University of Cambridge.

Jay Zarnikau is president of Frontier Associates, a consulting firm specializing in the design and evaluation of energy efficiency, pricing, solar photovoltaic, and “smart grid” programs. He is also an Adjunct Professor of Public Policy and Statistics at The University of Texas, where he teaches statistics and research methods.

He formerly served as a Program Manager at the Center for Energy Studies, University of Texas at Austin and was the Director of Electric Utility Regulation at the Public Utility Commission of Texas. He has published on energy pricing, resource planning, renewable energy, and energy efficiency.

He has PhD degree in Economics from University of Texas at Austin.
