The network layer is the next layer, and it focuses on sequences of data, called packets, that can have a variable length. A packet is transmitted from one node to another, and these two nodes could be located on the same network or on different ones.

This layer defines the network as a series of nodes connected to the same medium, identified by the previous two layers. The network is capable of delivering a message, knowing only its destination address.
