When you create the IoT Hub unit, the IP filter grid shows empty. This means that your hub will accept connections from any IP address or IoT devices. This configuration is equivalent to a subnet rule which falls within the 0.0.0.0/0 IP address range. You can define the subnet range or you can define the exact IP address; both work in the same way.
