There’s a filter for that. Go under the Filter menu, under Blur Gallery, and choose Spin Blur. This puts a circle shape in the middle of your image and it has basically just one control, but it’s a really powerful one. First, you’ll need to make sure the circle is sized to the object that you want to look like it’s spinning, like a wheel on a racecar or a motorcycle. So, click on the pin in the center of the circle to move it over the object, and then you can click on the edge of the circle and drag to resize it. If you put your cursor near one of the control handles around the circle, it will change into a double-headed arrow, and you can then click-and-drag to rotate the circle. Once it’s in place, it’s just a matter of moving the Blur Angle slider in the Blur Tools panel that appears on the right side of your screen (or just click on the white part of the ring around the pin and drag), until it looks like it’s spinning in the direction you want it. That’s it. By the way, this works better than the description sounds.
