with the number of categories, and makes a virtue out of using as few
categories as possible. In fact, by focusing on the functional rather than the
structural relations between the levels of the analysis, it is possible to avoid
characterisations of the levels in absolute terms.
The disadvantage of a recursive principle is that there is no obvious
minimum or maximum depth and therefore no fixed number of levels. In
order for this to be practically manageable, a clear stop rule must be defined
for each type of application. For the purpose of task analysis, a stop rule
could be that the analysis reaches what corresponds to the level of basic
operator competence. For the purpose of accident analysis, a stop rule could
be that there is insufficient information to make a justifiable choice or
inference. This stop rule has been used in the retrospective version of the
Cognitive Reliability and Error Analysis Method (Hollnagel, 1998a).
