About the Authors

Todd G. Shipley is a retired City of Reno Police Detective Sergeant, where he served for 25 years. There he started and managed Nevada’s first cybercrime unit. Upon retirement he was selected as the Director of Systems Security and High Tech Crime Prevention Training for SEARCH, The National Consortium for Justice Information and Statistics. He oversaw a national program that provided expert technical assistance and training to local, state, and federal justice agencies on successfully conducting high-technology computer crimes investigations. In 2007 he formed Vere Software, a company dedicated to developing tools to aid in the investigation of online crime. He was the primary designer of the patented software “WebCase” that aids investigators(in) document(ing) their online investigation. He has also developed free to the investigative community the Internet Investigators Toolkit (IITK) and the Internet Investigators Toolbar. He also developed and teaches Vere Software’s Cybercrime Survival courses nationally.

Mr. Shipley has also authored works regarding cybercrime and speaks nationally and internationally on cybercrime investigations. He is a Certified Fraud Examiner through the Association of Certified Fraud Examiner (ACFE) and a Certified Forensics Computer Examiner through the International Association of Computer Investigative Specialists (IACIS). He has also served on the International Executive Committee of the High Technology Crime Investigation Association (HTCIA) and was the 2010 International President. He is a founding member of the board of directors of the Consortium of Digital Forensic Specialists (CDFS) and the National Forensic Data Recovery Training Center (NFDRTC). Art Bowker has over 28 years experience in law enforcement/corrections and is recognized as an expert in managing cyber risk in offender populations. He is the author of The Cybercrime Handbook for Community Corrections: Managing Offender Risk in the 21st Century (Charles C. Thomas Publisher, Ltd., March 20, 2012). He has also had numerous articles published in professional publications, such as the FBI Law Enforcement Bulletin.

In 2013, Mr. Bowker received the American Probation and Parole Association (APPA) Sam Houston State University Award for his writing contributions to promote awareness of cybercrime and tools for helping the community corrections field combat computer crime. He is an APPA member and serves on its Technology Committee. Additionally, Mr. Bowker was recognized as the 2013 Great Lakes Region, Thomas E. Gahl Line Officer of the Year by the Federal Probation and Pretrial Officer Association for his work in the cybercrime area. Mr. Bowker is also a lifetime High Technology Crime Investigation Association (HTCIA) member and served in various positions on its Executive Committee, including International President in 2008.
