When multiple departments are creating their own configurations, or when you want a central point under your control that serves configurations, the pull server is the way to go.

With partial configurations, multiple departments can own parts of a whole configuration. Different pull servers can be used to host different partial configurations. However, we recommend using composite resources instead.

Partial configurations are problematic in that they will only generate errors due to duplicate resources once they are assembled in the node's configuration. This cannot happen with composite resources—errors will surface during the build process.
