Let's create a VPC:

1. Open https://console.aws.amazon.com/vpc.
2. Select Start VPC Wizard. This will start a simplified wizard to create a VPC: 

3. Specify the IP address range of the subnet. Provide a name to the VPC and also choose the AWS availability zone into which you want to create this VPC. You may also choose to have dedicated hardware for this VPC by choosing the dedicated option in the Hardware field:

4. Finally, click the Create VPC button and the VPC will be created. You should be able to see it in the list of VPCs:

Hereafter, when you launch a new EC2 instance, you can choose to select this VPC so that the instance will be launched inside this VPC and it will get the IP address from the subnet of this VPC.
