INITIATING
The Initiating Process Group consists of those processes performed to define a new project or a new phase of
an existing project by obtaining authorization to start the project or phase of a project. Initiating the project includes
developing the project charter and identifying all project stakeholders—and their individual needs for timely, accurate
information on the scope, cost, and schedule performance of the project.
2.1 OVERVIEW
In order to plan, execute, monitor, control, and close out a project effectively, there should be a clear description and
understanding of the project scope. The project charter, using stakeholder needs and high-level project requirements,
organizational process assets (OPAs), enterprise environmental factors (EEFs), and customer agreements (when
appropriate) is the foundation for defining and elaborating the project scope/project objectives. The scope statement
is used by various PMBOK
®
Guide processes to fully plan the project.
The purpose of the Initiating processes is to align the stakeholders’ expectations and the project purpose, inform
stakeholders of the scope and objectives, and discuss how their participation in the project and its associated phases
can help to ensure their expectations are met.
The Initiating Process Group formally establishes a new project or a new phase of an existing project, and, if not
already assigned, the project manager is appointed and authorized to apply resources to project activities. The project
sponsor and the project manager, if assigned, initiate the project by generating the project charter document. The
project charter provides the high-level project requirements, including the potential application and tailoring of an
earned value management system (EVMS).
Initiating the project includes identifying project stakeholders and their individual requirements for timely and
accurate information on the scope, cost, and schedule performance of the project. The application of earned value
management (EVM) on a project can vary widely depending on the stakeholder requirements, project performance
