Glass, Robert L. Software Conflict: Essays on the Art and Science of Software Engineering. Englewood Cliffs, NJ: Yourdon Press, 1991. The chapter titled "Recommended: A Minimum Standard Software Toolset" provides a thoughtful counterpoint to the moretools-is-better view.
