None of the configurations get applied unless the commit-buffer command is used. You can make configuration changes, but you do need this final command in order to apply those changes. The commit-buffer command is analogous to the OK, Apply, and Save Changes buttons to apply changes in the GUI.
If you have not executed the commit-buffer command, it is possible to discard the changes by using the discard-buffer command. It is also possible to accumulate multiple configurations and use a single commit-buffer command to apply all the changes. You can view the pending commands by entering the show configuration pending command in any command mode.
