If you have no experience with this suite, you should first choose a free OMS workspace (just register with a Microsoft account). You have to appreciate, though, that the amount of stored data is limited, as well as the period for which the data is kept.
Otherwise, you have two options for licensing. In option one shown here, you sign up to a subscription plan, which covers all components of the OMS and allows the use of the complete SC 2016:
Alternatively, you can also license a single segment. Billing is then done via node (virtual machine, physical server, or network device). The license includes the use of the corresponding SC components.
In the following diagram, you can see the license model applied to the Insights and Analytics segment:
As you can see, licensing the Insights and Analytics section also includes usage rights to the SC 2016 Operations Manager.
For each of the OMS segments, numerous individual tools and features are available. Because of the large number, unfortunately, I cannot go into those further. So that you can get an idea of what they offer, however, we will take a closer look at the Insights and Analytics segment.

- Surface hub monitoring (not really an Azure feature)

- VMware analytics
The segment also includes the following tools:
- Application Insights Connector
- Service Maps
- Network Performance Monitor
