The profile shown contains an additional element called notifications. This element contains the following subelements:

• Emails: Emails are targets for the realization of alerts.
• WebHook: A WebHook can trigger multiple complex actions inside or outside of Azure. These actions include running Azure Automation runbooks, Azure Functions, Azure Logic Apps, or using third-party tools, such as Twilio.

Now let's come back to our question: what about vertical scaling?

The solution here is to use a WebHook, to run an Azure Automation runbook, which then performs the vertical scaling.
