Grafana is hosted in the so-called GrafanaCloud offering you have the opportunity to register for a free account (single user) or a book a paid offering (from $ 19 per month).
You also have the option of setting up your own Grafana server (for example as Azure VM). A corresponding offering can be found in the Azure Marketplace.
Since Grafana is an open source project, you only pay for the pure Azure VM when bidding on the Azure Marketplace.
