The following procedure will help you to enable EVC on a cluster with no running VMs:
- Connect to vCenter Server using the HTML5 client.
- Select the DRS cluster, navigate to Configure | Configuration | VMware EVC, and click EDIT...:
- On the Change EVC Mode screen, choose the desired EVC mode and a baseline. Click OK to confirm the settings:

- You should see related tasks complete successfully in the Recent Tasks pane:
