migration-assistant should be run on the machines hosting vCenter/PSC/Update Manager services separately before initiating the vCenter migration/upgrade. The migration/upgrade process will only migrate data from all of the components servers with an active migration-assistant session.

If the installer detects an Update Manager plugin registered to vCenter and if the migration assistant is not active on the Windows machine running the Update Manager service, then the installation could fail by indicating the same.
