It depends on a range of circumstances, such as the system that Moodle is running on, the hardware that it utilizes, the network, the number of concurrent users logged into the system, the types of activities that are carried out, and so on. While basic optimization is usually straightforward, fine-tuning is a bit of an art in itself. A lot of trial and error (that is, profiling) will be required to achieve the ideal setup for your Moodle system.
