Qlik Sense security rules use an attribute called context, which can be either the hub or the QMC (Qlik Management Console). Depending on what setting the security rule is defined with, permissions in the QMC can be separated from permissions in the actual app. In other words, you can permit an admin to publish and manage apps, but prevent him from viewing the original apps themselves. Typically, though, security rules are applied to both contexts.
