OMS is a part of Microsoft Azure, and can be used to monitor Office 365 and your infrastructure, both on Azure and on-premises. Depending on the services that you use, you can have the right to use SCOM in your on-premises infrastructure.

In OMS, you can monitor your on-premises environment by installing agents directly on virtual machines or by integrating it with SCOM. There are a plenty of solutions available to use in OMS to monitor your solutions, as shown in the following screenshot:
You can also use Office 365 Analytics, which monitors user activities such as SharePoint, Exchange, or Azure AD. You can see an overview of the dashboard in the following screenshot:
