Process data packages, also known as PDPs, are a collection of data packages arranged in a specified order so that they can be loaded into a target environment. PDP consolidates data packages into a unified bundle. The PDP is then used to configure a business process or a group of business processes in one business process library. 

From our personal experience in implementation projects, the data management framework within Finance and Operations is mostly used to seed environments. PDP can be helpful in provisioning environments data for demo purposes.
