Go Back to Using the Legacy “New Document” Dialog?
Open up the Preferences dialog (Command-K [PC: Ctrl-K]) and make sure you’re in the General section. The second checkbox down is Use Legacy “New Document” Dialog. Add or remove a check mark to select your preferred method for opening documents. Do you notice the pattern emerging here? If you want to turn things on and off, always go to the Preferences dialog first.
