When you’re scaling a frame that contains an image the behavior of the elements can be confusing at first. In the first example above, the frame fits the image (my two lovely daughters), but I want to make the frame larger to fill more of the page. If I just click-and-drag one corner of the frame to pull it out, the frame expands but the image does not. If I press-and-hold the Shift key while I drag, the frame resizes proportionally, but still without the image. To include the content of the frame as you resize it, press-and-hold Command-Shift (PC: Ctrl-Shift) as you drag, and everything will resize proportionally. This also applies to text—the text will resize in relation to the resizing of the frame. To make a text frame larger but maintain the original size of the text itself, just resize the frame as normal.
If you accidentally resize the frame and not the image, just double-click on one corner of the frame and it will snap to the image. Then you can continue to resize as you wish.
